<p><strong><a href="https://amynicole.co/"><em>amynicole</em></a></strong> – A Justice Department report reveals that the Sinaloa cartel, led by Joaquín &#8220;El Chapo&#8221; Guzmán, used advanced surveillance tactics to track FBI officials and eliminate witnesses. As first reported by <em>Ars Technica</em>, the cartel hired a hacker to exploit FBI vulnerabilities and gather sensitive data. This hacker used mobile phone data, surveillance cameras, and commercial tracking tools to monitor FBI movements and identify cooperating witnesses.</p>

<p>According to the redacted report, the hacker offered a suite of services that included exploiting mobile phones and other electronic devices. They specifically targeted the FBI’s Assistant Legal Attaché (ALAT) in Mexico City. Using the ALAT’s phone number, the hacker accessed call records and geolocation data. They also used Mexico City’s surveillance camera network to follow the agent’s movements and determine who they were meeting.</p>



<p>The cartel reportedly used this information to intimidate and, in some cases, murder witnesses. This method of surveillance, called &#8220;ubiquitous technical surveillance&#8221; (UTS), involves gathering and analyzing large volumes of data to connect individuals with locations and events. UTS mirrors methods typically used by law enforcement, highlighting how criminal groups now use similar tactics against authorities.</p>



<h2 class="wp-block-heading">FBI Cybersecurity Failures and Recommendations for Future Defense</h2>



<p>The Justice Department described the UTS threat as &#8220;existential&#8221; due to the increasing availability of commercial surveillance tools. The hacker’s techniques included access to cell phone data, call logs, and credit card transactions purchased from data brokers. These tools allowed the cartel to build detailed intelligence on law enforcement and informants without relying on traditional espionage.</p>

<p>Despite these serious risks, the report criticized the FBI’s response as disjointed and lacking a coordinated strategy. Countermeasures introduced in 2022 were described as reactive and insufficient for long-term protection. The FBI did not effectively track or mitigate UTS vulnerabilities, leaving gaps in security that cartels exploited.</p>



<p>To address the shortcomings, the report issued several recommendations. It urged the FBI to develop a complete UTS mitigation strategy that includes identifying key personnel and establishing clear lines of authority. It also called for enhanced training to prepare agents for UTS threats and ensure agency-wide awareness.</p>



<p>The report emphasizes that as commercial surveillance tools become more powerful and accessible, criminal organizations will likely continue to exploit them. To counter these threats, law enforcement agencies must adapt quickly and invest in long-term digital defense strategies. Strengthening cybersecurity, regulating data brokers, and improving internal protocols are all critical steps in protecting investigations and safeguarding lives.</p>
