This crackdown aims to prevent the easy availability of indecent material, especially to minors. The move follows an advisory issued in January by the Ministry of Information & Broadcasting addressing obscene content on OTT and social media platforms.

The government blocked public access to 26 apps and 14 websites after consulting various government departments and expert bodies. The Ministry of Home Affairs (MHA), Ministry of Women and Child Development (MWCD), Ministry of Electronics and Information Technology (MeitY), and industry groups like FICCI and CII took part in the decision. Women and child rights experts also helped shape the ruling. The government banned popular apps such as AltBalaji, Ullu, Big Shots, Desiflix, and others to keep digital content within legal and ethical limits. It also aims to protect vulnerable audiences from harmful material.

The government instructed internet service providers (ISPs) to disable access to the listed apps and websites. It enforced this under the Information Technology Act, 2000, which grants the power to block content that violates Indian laws. This ban follows earlier government actions in March 2024, when authorities blocked 18 OTT platforms for similar violations. This decisive move shows the government’s strong commitment to controlling online content that breaches decency norms and legal rules.

Legal Grounds and Future Implications of the OTT Platform Ban

The government’s ban relies on Section 79(3)(b) of the Information Technology Act, 2000. This section states that intermediaries lose their legal protection if they do not remove or block access to unlawful content after receiving official notification. This recent ban builds on previous efforts where 18 OTT platforms, 19 websites, and multiple social media accounts were blocked for violating laws related to obscenity and indecent representation of women. The affected laws include the IT Act, Indian Penal Code, and the Indecent Representation of Women (Prohibition) Act.

By acting against these platforms, the government underscores its commitment to protecting social values and public morality online. The move also pressures OTT services to review their content policies to prevent future violations.
